ICCS ( Mr. Brian Cornwell) has graded in both B.S.,M.S., & PL The ICCS Pop Report of 2012 shows only 7 coins VG to AU58 , 17 M.S., & 289 PL coins. That’s out of a mintage of 8,290,719.Now also including 250 High Relief and unattributed coins graded. That means there were and also recognizing that there are millions not graded that there are potentially 8,290,719 coins..subtract 563 coins= 8,290,156 coins that are potentially PL’s and for Business Use. And get this P.L. sets only started in 1954, therefor there never was a 1951 PL Set ( Charlton Coin Guide 1975 pages 17 & 18.) Also the R.C.M. DOES NOT EVEN ACKNOWLEDGE THE EARLY P.L. STRIKES.
Low Relief: a coin with the raised design not very high above the field.

So don’t ever believe that they are misattributed proof like as shown in TRENDS. Along with many other errors as well.
