That means there were and also recognizing that there are millions not graded that there are potentially 8,290,719 coins..subtract 563 coins= 8,290,156 coins that are potentially PL’s and for Business Use. And get this P.L. sets only started in 1954, therefor there never was a 1951 PL Set ( Charlton Coin Guide 1975 pages 17 & 18.) Also the R.C.M. DOES NOT EVEN ACKNOWLEDGE THE EARLY P.L. STRIKES.
